Problem with FTP server

Hi
User gets disconnected from the server after about 10 minutes even if the
timeout is set to 15 minutes. And the uploading of files get extremely slow.
For about 8 minutes for 7 MB on a 10MB connection. Please what can I do?The
users is breathing in my neck!
