ftp access for domain users

Hi I have a win 2000 domain with 1500 users, I would like to setup (if its
possible) an ftp site which will allow the users to logon with thier username
and either automatically or via browsing gain access to thier folders on the
server.
I have tried to set this up but the only way I seem able to allow access to
the folders is by making the login account an administrator, each user has
thier own folder with the ntfs permissions set as administrator, the specific
user with full control.
I thought that if I pointed the ftp server to the root of the users folders
ntfs would restric the user to his/her own folder, is this possible?
If so any help site with info much appriciated.
