Hi Jeff,
You can enable time-taken field in IIS log to verify if the delay is
actually on IIS processing the requests: in a site's property->web
site tab->logging properties->extended properties, select time taken.
Then after reproducing the slow behavior you can check IIS log to
determine the actual time taken for IIS to process the requests. The
log files are located in \WINNT\system32\LogFiles\W3SVC[n] directory.
