IIS6 doesn't show App Pools

Hello. I've been trying to change the settings in Application Pools under
IIS, but I can't get to it -- it's not there on a Windows 2003 Enterprise
Edn. box. I am a member of the Administrators group on that machine. Is it a
permission issue? Thanks.
