I didn't read all previous posts, just the last two you posted.
It does sounds like ftp mode issue and passive port range was blocked in
between the server and client connection.
next, as for the IE, once 'enable folder view' is enabled, IE will behave as
active mode client regardless of whether 'use passive ftp' option is
checked.
