CGI Tries to download not execute - IIS 6

I built a new machine and everytime I tried to execute the CGI instead
of executing it tries to download the exe to the web browser.

In the IIS Manager in my CGI folder I set properties
Execute Permissions: to Scripts and Executables.

Why wont it run and always try to download?

This is an old CGI I have used on IIS 5 for years.
