Cache AND RAM - buffering static pages

I am going to be looking into a Windows 2003 Server with at least 1GB RAM
and I would like to know if there are any articles available for caching
static webpages and if there is meta information that should be used within
the html files so that IIS caches the page for a longer period of time.
With my existing hardware (a 1400mhz Celeron and 512k), the delay is quite
noticeable when you hit an unpopular page.
