W2000 Server - file system deteriorating

Two years ago, I leased a W2000 server with IIS 5 and it always ran very
well until the last few months when I began to notice that the processor
gradually became busier day by day. A reboot always get everything back to
normal for a few days/weeks.

Other problems that I began to experience were the inablility to delete some
directories from disk. Issuing commands at the DOS prompt did not work and
there were no processes whatsoever holding anything within the directory.

To empty the recycle bin has recently become a problem. It takes up 100% of
the cpu and never finishes.

Since the beginning, I have run two isapi dlls, but they have never caused a
problem, I think that the problem lies within the condition of the file
system.

My server has 512 k (uses about half of that when running normal). It has a
Celeron 1400 processor (about 20-60 percent when running normal).

Should I have W2000 Server reinstalled or should I upgrade to W2003? Does
W2003 have an improved file system? Will W2003 run fine on my existing
hardware / is it more demanding than W2000?
