Error Starting Web Services

A recently restored server is having problems starting the IIS services. The
IIS Admin service, Messenger, RPC all start fine.

FTP, SNMP and Web Services will not start. The event ID in the event viewer
is 7023: Not enough storage to start the service.

The knowledge base says to reapply the latest service pack and I did that
without any change in status.

Help would be appreciated.
