I don't get this.

I found the problem, but after finding the problem it disappeared all by
itself!

Here's what I found in the Event Log:

The server was unable to logon the Windows NT account 'IUSR_YOSSI' due to
the following error: Logon failure: the user has not been granted the
requested logon type at this computer. The data is the error code.

OK, this looks relevant. So I cleared out the event log but before I even
went to look at the permissions for IUSR_YOSSI the problem disappeared! I
just don't get it...
