Unable to Authenticate in IIS using Basic Authentication

Here is the following error I get in the event log.

Failed to impersonate the Anonymous User for ASP Application
/LM/W3SVC/1/Root/cdu/orientation. Global.ASA OnEnd routines will not be
executed.

I have Windows 2003 Server running IIS 6.0
Using Basic Authentication no domain users can get authenticated. When they
try the username and password dialog box just comes up again.

Strange thing is Domain Administrators can authenticate fine.

Any Idea's would be very much appreciated.
