I've done a little more investigation. When trying to start W3SVC, I get the
warning

A process serving application pool 'DefaultAppPool' exceeded time limits
during start up. The process id was '0'.

Then (error)
The World Wide Web Publishing Service has terminated due to a Worker process
failure.

Then (error)
The World Wide Web Publishing Service is exiting due to an error. The data
field contains the error number.

Then (error)
The World Wide Web Publishing Service service entered the stopped state.

Then (error)
The World Wide Web Publishing Service service terminated with the following
error:
This operation returned because the timeout period expired.

Web service extensions look good, ASP and .NET enabled. I think the problem
is before IIS.
