IIS Access Problems

I am running Windows Server 2003.

Ok, on the default web site I have setup, when a non-administrator user
tries to login to the site they get the error below. Login works perfect for
an administrator login.

HTTP Error 401.3 - Unauthorized: Access is denied due to an ACL set on the
requested resource.

The authenication is set to Windows Authenication with no anonymous access.
Any idea where I should go from here?
