If you open the various 403-x.htm pages, you can see the conditions that
invoke each particular page (eg 403.4 is SSL Required).

Generally an access denied page however is a 401 error, and for most
browsers you can not choose what the browser displays (you can customise the
401 error on the server, but it is up to the browser to decide what to
display to the user). Most browsers will display a login prompt 3 times, and
if the server sends back a 401 error the 4th time, the browser will display
a "you are not authorised to view this page" type error.
