Customising Pure 403 Error Page

I want to customise the 403 error page users get when trying to browse their
mailbox in Exchange2003 when web access has not been granted to them. The
one that says "You might not have permission to view this directory or page
using the credentials you supplied"
The properties of the page displayed in the browser say it's just 403.htm,
but no amount of changing that page on the server in
c:\winnt\help\iishelp\common makes any difference. Also, there doesn't seem
to be a listing for that 403 page in the Custom Errors section of the
default website properties, either.

Anyone? Anyone...?
