That IP is a public IP, so that is fine.
I'm not sure how ZoneAlarm works, so i cannot tell you how to configure it.
But i think that port 80 is blocked by either you, or your ISP (many ISPs
block this port).
Have you tried to run the webserver on another port temporary?
I would recommend you to post in a newsgroup/forum for ZoneAlarm if you are
unsure how to configure the firewall.
