Hello Steve,
        there is no way for IIS to be able to identify that the specific client is
on a Dialup connection.

The 404 error is "File not found" and I would then investigate the URL in
more detail to determine what the resource was requested.
If the URL is for dynamic contetc such as a .CFM page then is is possible
that this issue could be related to processing of the page.

You could use Network monitor to capture a network trace of the dialup
client to attempt to understand what behaviour leads up to the 404 error.
