IIS 6.0 caching pages and unable to refresh page on workstation

Just trying to find out why when I make a change to a html / asp file, the
page doesn't get refreshed when I press F5 or CTRL-F5. The page is stuck in
cache and I can't get it to be updated.
In my IE settings on my desktop, I have the option to always check for newer
versions upon every visit to the page.
IIS: I set the content to expire immediately
F5 and CTRL-F5 doesn't work
Closing and opening the browser doesn't work either.
I tried using the internal server name and the public domain name to see if
there was any difference between internal and external access. None.
What am I missing here?
It's just a simple html page with no code in it. Do I need to add in the
expires=now() tag in all my pages and convert them to asp? I'm not sure
that would even do the trick
