Hello Steve,
If you look at the Properties of the IIS Admin service in the Services
console and check the Dependencies tab, it should tell you what other
services depend on IIS Admin. If any of them are set to automatic, then
they will start IIS admin when they start up on reboot. Is there a
specific reason you are setting the IIS Admin service to manual start up?
If you do not need it, then either uninstall it or set the service to
Disabled.
