Setup Intranet, User not have enough priv!!

Hello, I have an SBS 2003 server. I have a company web
setup (the default one) and I need to setup another top
level web. It's going to be a Frontpage web. I right
click on Default Website in IIS and select create
FrontPage 2002 Web.
It takes me to a web page and asks me for the name of the
site, I type in ITIntranet and then leave the option for
the permissions to be the same as parent web. Then I
click OK and it asks me for a password. I have tried my
account, the administar account, infact all the top
accounts in my domain but it won't except any of the
accounts and after 3 attempts comes back with: -
You are not authorized to view this page
You do not have permission to view this page using your
current user account.
Please try the following:
If you have another user account with a higher level of
permission, click
your browser's Back button to try again using that
account.
If you believe you should be able to view this page,
contact the Web site administrator.
I don't know why it won't except the administrator
account!
Has anyone any ideas?
