My sources told me that the one built into IE supports HTTPS while the one
built into Windows (i.e. NET USE) does not.

HTTPS support depends. There are two WebDAV clients that MS has. One is built into IE, and one is built into Windows. One supports HTTPS and the other doesn't. I can't remember which is which OTOH.
