What is the OS? When this happens what does the performance monitor show for Total Anonymous Connections?
What are the hardware specs in the server? Memory, processor? When this happens what does inetinfo.exe (if iis50) show as far as memory and CPU%?
Are the asp sites in low process or medium pooled (if iis50)? You may want to try placing them in a different memory pool.
Knowing what the specs of your server are could help us help you.
I have a program called webpagechecker that will test your asp pages at defined intervals if not running you can have the program run iisstate.
