Why IIS 6.0 creates "AdminScripts" folder?

IIS 6.0 is locked down to start with, why then Microsoft during the install
creates the "AdminScripts" folder under ..\Inetpub with the following two
scripts:

adsutil.vbs
synciwam.vbs

Does the second script "synciwam.vbs" has any use in IIS 6.0 running in
Worker Process isolation mode since IWAM is no longer used by IIS.
