IIS Performance Extremely Slow

First off, I would never install IIS on a domain
controller, but that is beside the point.

I would suggest you assign the website one of the
internal IPs and see if that helps. Then, forward port 80
on your firewall/router to the internal ip.

Do you have problems accessing the site from both
internal and external clients?
