Changing Application mapping happens immediately. The changes commit as
soon as you hit "Apply" and OK out of the dialog (as expected).
You either failed to propagate the change to any/all child nodes when IIS
warned you (i.e. you changed the value at the global/parent level but did
not override the child levels), or you did not hit "Apply" in the UI.

Unfortunately or fortunately, in order to answer your question, I just re-tried the pages and the .html file does work! Prior to this, I had even restarted IIS thinking the changes had not taken effect. Maybe there is a better way to commit these types of changes.
