Error Message: Access Forbidden: Too Many Users Are Connected 403.9
(if you have a server OS, someone may have configured a limit on the number
of connections)
Alternatively, if you have a desktop OS (eg Windows NT Workstation, Windows
2000 Professional or Windows XP Professional), there is, by default, a limit
of 10 concurrent HTTP connections. You can lower the HTTP connection timeout
so that IIS drops unused connections quicker. You can also edit the metabase
to bump the value up to 40 (but if you go over 40, it will reset to 10).
