It is riskier to install IIS on a Domain Controller:
a) if IIS is compromised, the attacker may be able to take control of the
whole domain, rather than just a single machine
b) if IIS has problems it can take down the whole domain (because the DC is
affected) rather than a single machine
On the other hand, installing IIS on a member server requires two physical
boxes, and two Windows Server licences.
You need to decide which of the two options is best for your situation.
