IIS 6.0 asp caching

I have searched through many posts that have a similar problem, but
have yet to find a solution.
Problem:
Updated to Windows 2003, IIS 6.0. Server appears to be
caching/delaying .css files associated with ASP files not HTML files.
While developing ASP pages and associated css there is a 60-120 second
delay after the css file is updated until it is served to the browser.
There is no delay when an ASP or HTML file are updated.
It is not a client cache issue. All settings (that I am aware of) in
IIS and IE for caching have been set to prevent it including:
1.) IE Options - Every visit to the page
2.) Checked "Do not cache ASP files" - Web Sites/Properties/Home
Directory/Configuration/Cache Options
3.) Enable Content Expiration/Expire Immed. - Default Web site/HTTP
Header
4.) Disabled "Enable HTTP Keep-Alives
5.) Added registry "UriEnableCache=0"
6.) Disabled "Lazy propagation" in registry
"DisableLazyContentPropagation=1"
I hope I have provided enough information. If not I will provide more.
Your help or comments are greatly appreciated.
