Login Problem

Setup:
Pentium4/2.4/512MB RAM
Win2003 Web Server/IIS6
ISA Server 2000 Enterprise Edition

Part of my site is private and uses are challenged for a login. Most IE
users receive the challenge and are able to access the private areas of the
site. However, some IE users and most Netscape 7 and 7.1 users don't even
receive the login challenge. Instead, they are receiving the following
error:

"You are not authorized to view this page"

I am wondering if I have something setup improperly in IIS6. Or, is it more
likely that ISA is causing this. When I was running the same site on
NT4with IIS4 users never had this problem.
