IIS sluggish then crashes.

Hello
I use IIS on my local machine (with W2K). to test out my development sites. Suddenly for no reason, yesterday, the sites stopped showing up. Even when I create a test htm page (http://127.0.0.1/test.htm) - it takes over 10-20 minutes to load and after that it crashes. I get an alert ( i am using Netscape 7.1) and i get an alert saying the document contains no data!
I have reinstalled IIS a couple of times on the machine and tried stopping and starting it - and it still will not work.
Any help would be really deeply appreciated!
