I've tried to repro what you are doing but have not been sucessful.
I have setup ODBC logging to a SQL server. When I take that server
offline, I do not have any problems with IIS "halting". In fact, I keep on
serving pages and see an error message in the event logs telling me that we
were unable to write to the sql database.
So, as far as I can tell we already do what you are asking.
I would suggest that you explain to me what "halted" means. Are you able
to test html? ASP? ASP>NET?
If not, then you'll likely need to be troubleshooted using debugging tools
while the server is in a hung state.
