Please look in the IIS Log files, and locate one of these requests. If
URLScan is rejecting them, there should be a <rejected by URLScan> type
message (which is logged by default, unless someone has changed the URL Scan
config not to do that).

Otherwise, IIS itself is rejecting the request, and should be logging 404
(Not Found), as well as a HTTP SubStatus code. please tell us what the
substatus code is.
