It looks like it something might be corrupt. Recreating the virtual directory did not correct the problem.
When I ran synciwam.vbs it produced an error: 8004E00F
Looks as if I might have to reinstall.

Looks as if the metabase is corrupt. Recreate that specific virtual
directory or website and see if it is fixed.
It also might have to do with a permission error. IWAM_ might be incorrect.
If the hint above does not work, run \inetpub\adminscripts\synciwam.vbs
