IIS 5.1 -XP =localhost prompts for username and password?

I have installed IIS 5.1 using XP Pro, when I try to access http://localhost
I am prompted for a user name and password.
"You are not authorized to view this page
You do not have permission to view this directory or page using the
credentials you supplied.
"
I do not get the prompt when browsing to
http://localhost/iisHelp/iis/misc/default.asp
When I browse to http://my_IP_address, I get the same thing.
There are no "errors" in my system log.
Directory Security is set to Anonymous Acess for IUSR and allow IIS to
control password.
Basic authentication is unchecked
Intergrated Windows Authentication is checked
Home Directory is c:\inetpub\wwwroot
I have literally tried all the kb articles I could find on MS support site,
but nothing I've tried has worked.
I've uninstalled and reinstalled IIS 5.1 3 times now with the same
result..prompt for password.
Does anyone know how to fix this problem?
