I would try an IE group. IIS itself will not remember who you last
authenticated as. Only a browser can cache your credentials. Have you tried
using an alternate browser (e.g. installing Mozilla or something) to see if
it's a browser issue.

Alternatively, if you do think that ths may be related to IIS, then can you
do a network capture using Ethereal please? (www.etheral.com). I am happy to
have a look at that. Post it on the web someplace and I can download it an
examine.
