No, do not allow "all unknown CGI extensions".

You do not want to offer the capability of *executing* these things on the
server. You want to allow clients to download them. Best to add the MIME
type.

Check your mime types. You need one for exe as octet-stream. You can
either create it manually or set your cgi extensions to allow.
