No, do not allow "all unknown CGI extensions".
You do not want to offer the capability of *executing* these things on the
server. You want to allow clients to download them. Best to add the MIME
type.

You need to allow all cgi extensions via the web server extensions
function in IIS or add the mime type manually.
Check your mime types. You need one for exe as octet-stream. You can
either create it manually or set your cgi extensions to allow.
