Well, I'd rather *teach* you to fish than just provide food for a day
so here goes:

You need to research security at MS knowledge base and other sites.

The way I learned about security, firewalls, hackers and all the rest
of that stuff is by getting hacked. I learned very fast, overnight,
*during* the night to be more specific. Following are all the
security links I accumulated that night. These include port scanners,
lockdown methods etc.

It's a lot to digest when you aren't under the gun. But, *after* you
get hacked it may be too late.

As far as all your other questions they are just too numerous and
lengthy to answer. I would start at a book store, an IIS and win200X
book, build a win200X server and play with it for a week.

Yes you can limit the bandwidth for each site, look in the properties
of the site and you will find the way.
