The problem here is that you sis not specify a password when you did the
backup. Sensitive information is thus encrypted using the machine's
encryption key. Do a new install of Windows, and a new machine key is
generated. This key can not be used to decrypt the sensitive information in
the backup.
You need to specify a password when you do the backup. This password is then
used to generate an encryption key. When you restore this back, you'll need
to enter the password again, which allows for decryption of the sensitive
information in the metbase backup.
