IIS on unknown state

I have Windows 2000 Server SP4 and I've tried installing an application(ILS
Service) that will require IIS to stop. Unfortunately, I the installation
hung and tried to view IIS Admin Service on the Services, the status says
"Stopping". I have tried stopping the WWW Publishing and it seems the same.

Is there a way I can resolve this and run IIS without restarting the
machine?
