You may need to install some components.

If you do not have a modem or network card in this machine, can you install
the MS Loopback Adapter as a network card. That should also install TCP/IP
and a few other bits and pieces (such as File and Print Sharing for
Microsoft Networks etc). Without TCP/IP you can't have your webserver (or
any other internet related services running on the machine).

If you do have a network card or modem installed in the machine, can you
open Network Properties, right-click and verify that TCP/IP is bound to the
card?
