Your setup for Windows Server 2003 sounds fine. However, if you are running
additional custom SW that you aren't mentioning, that may have different
requirements.
IIS uses many logs to document what it is doing, depending on the task --
for example:
1. requests are logged in W3SVC log files stored in the System32\LogFiles
directory
2. connection problems are logged in HTTPErr log files stored in the
System32\LogFiles directory
3. fatal configuration errors/unexpected events are logged in the Event log,
either Application (by the worker processes) or in System (by W3SVC)
Honestly, have no idea how SNMP is able to tell that IIS is not working.
How I would validate whether IIS is working is to make a HTTP request with a
browser or HTTP client to the server in question and see whether the web
service or sharepoint site is working or not.

The SNMP Monitoring on another server is showing that Web Service is not responding. There is nothing in the event logs, I am still researching if IIS is actually not responding. This seems to only be a problem with 2003 servers. Win 2k and linux servers don't seem to have this problem. We are also running Windows sharepoint services on these servers. We had originally thought it to be an interface problem. After doing some Bios upgrades we no longer get a trap showing the interface down just the web service. Doesn't seem to happen on FTP which is BulletProof or SMTP which is IIS. We don't have a lot of experience with IIS and were curious if the application pools or worker processes could be causing this. Should we need to change anything in IIS for the number of sites? These are relatively low traffic sites except for the sharepoint which number four per server.
