I've been troubleshooting the same error. It didn't make any sense at first.
I had copied my old IIS server files and settings. I had an ISAPI filter for
OWA and had enabled it. Wrong choice. I didn't even need it as I don't
access OWA that way. As soon as I removed the ISAPI setting from the web
site settings and restarted the DefaultAppPool I was back in business.
