Frontpage 2002 extensions on Web Server 2003

I'm running Windows 2003 web edition for our web server and frontpage 2002
extensions. I have created a new web site in iis. pointed it to a directory
i just created in windows explorer. I go to add frontpage extensions and it
already has some roles there by default. Before today,i had to manualy
create the roles. I attempted to delete them, but when i try, and click ok,
the screen does not change. I attempt to add a user to it, i go to manage
users, and create a new user. i enter the new username and password,but upon
clicking OK, it just sits there. almost like javascript is being blocked?
IE's security settings look ok to me.
This is the first time i've tried to setup a site with host headers, is this
the problem? tried uninstalling the extensions for the site and
reinstalling them and same thing. also tried restarting entire server.
