I've seen that error from IE for some file types if you have the "Do not
save encrypted data to disk" option enabled (this is under Options, advanced
tab).
You have to uncheck it to be able to download and save files over SSL.
There is nothing you can do on the server to make this work -- the client
must change the setting. In fact, IE does download the entire file from IIS
over SSL, but with this setting enabled, it then pops up that dialog box and
never saves it to disk.
