HTTP Error 401.3 only in Netscape and Safari, not Internet Explorer?!

I am having the same problem, and the ONLY difference is
which browser I'm using. I'm on Windows 2000, running IIS,
and accessing the resource via http://localhost/.... If I
access it using IE, it works, no problem. If I access it
using Netscape, I get this error.
Note: the resource I'm accessing is a CGI executable
program. The problem doesn't happen if I try to access an
HTML file.
