The Operators tab is removed from IIS6 because the "delegation" feature is
just not working correctly (and instead of having a half-baked
feature/vulnerability, we decided to regroup and axe it from IIS6).
In the meantime, you can use MBExplorer from the IIS Resource Kit Tools to
modify metabase ACLs and use other means to directly edit such
configuration, such as using ADSUTIL, the commandline tools, etc from a
webpage or commandline -- the IIS Manager UI cannot be used.
