Don't open the SQL data ports and expose them to the public.

Have the chap build your site on his own hardware and then push it to
you.

If you have a firewall, it would be easy to allow him VPN (even a simple
PPTP connection) to the firewall/server. Give him Remote Admin (terminal
services) ability to connect to the server and let him configure
anything he needs.

Once he gets the ODBC connection setup he won't need direct access to
the server any longer (unless he's making database changes), so you can
just point a FTP site at the root web site and he can upload new content
that way.
