outside Access to IIS server

Okay folks,
I know this should be easy, but, I am a newby to the IIS thing.
I just got my web server up and running, YEAH! I created, with your help, a virtual server that answers to the right address.
Now, I need to set up a user for that web address. I also need him to have the ability to do an ODBC connection and to run CDONTS.
I am having a gentleman, emhasis on MAN and not kid, working on my web site. He needs a login account to upload and download the site. He also needs and odbc connection to the server.
I also have a firewall that is locked down fairly tight. Only a few ports are open inward. What ports should I open to this server besides 21, 80, and 443
How do I do this?
