invalid prog ID for WebClass Object on asp

I got SP5 for VS , and SP4 for windows 2000 pro, still cannot run *.asp with WebClass object inside,
 I get invalid Prog ID, even for the dummy project generated by Visual studio. Plus IIS is reporting the error
on the browser only once then I get 500 error page for any other refresh, even after retarting IIS it keep not reporting the error correctly. ANNNNNND in the System Event I got just nothing , how on earth I can fix this ?
