Start -> Settings -> Control Panel -> Admin Tools -> Internet Information
Services
(What you see may be different depending on what operating system/IIS
version you are using - you didn't tell us, so I guessed)

Right-click on the website in question, choose Properties. Goto the
"Directory Security" tab, and click the "Edit" button under "IP address and
domain name restrictions". Enter appropriate values there.
